Republican Bill Aims to Clear Roads, Withhold Funds from Protesting States

Republican Congressman Bill Huizenga (R-MI) introduced a new House Bill on Thursday that would withhold federal highway funds from states that allow protesters to block major thoroughfares.

The bill, known as the Clear the ROADS (Reckless Obstructions and Dangers on Streets) Act, comes in response to a growing number of traffic-disrupting demonstrations that have seen mobs of protesters take to the streets in support of various causes.

Under the Clear the ROADS Act, the federal government will be authorized to withhold 10 percent of a state’s highway funding if it has not made reasonable efforts to stop activists from blockading roadways covered under the funding system.


“The Clear the ROADS Act is designed to ensure states responsibly stop unlawful conduct taking place on federally funded roads in a timely manner,” said Congressman Huizenga.

“If states are neglecting their responsibility to keep roads clear, then withholding federal funds from those states is the appropriate response.”

Existing criteria for federal highway funding require states to meet certain standards of road safety and traffic enforcement.

Under the new law, the Secretary of Transportation would be required to conduct additional annual assessments of state efforts to crack down on traffic-obstructing protesters.

In recent months, traffic in major cities has been brought to a standstill on multiple occasions by groups protesting climate change, systemic racism, and the war in Gaza, among other issues.

In almost every case, these demonstrations have involved activists marching into the street during rush hour, unfurling banners, blocking cars, erecting barricades, and, in extreme cases, gluing themselves to the pavement.

These traffic shutdowns have also prevented first responders from answering emergency calls and blocked ambulances from transporting patients to hospitals.

“We have seen this dangerous and frustrating tactic being used more often by protesters across the nation,” Huizenga told Fox Business.

“For everyone’s safety, we should use this appropriate tool to send a clear message to the protesters as well as state officials who are supposed to be enforcing the law.”

The Clear the ROADS Act has been endorsed by Heritage Action and America First Policy Institute.
