However, this acknowledgment raised questions about why these violent characterizations were made in the first place, especially as they didn't even address Operation Rescue directly.

Facing the possibility of legal repercussions due to public backlash, the Army then issued a letter to Congress detailing their investigation into the training practices at Fort Liberty, confirming that the mislabeling had indeed occurred and would not happen again.
