**Corruption Uncovered: Whistleblower Exposes Fraud Investigation Sabotage in Minnesota**

A shocking testimony has emerged that raises serious concerns about transparency and accountability within Minnesota's Department of Human Services (DHS).

Jay Swanson, a former child care fraud investigator, revealed to state lawmakers how the DHS deliberately undermined a unit designed to combat fraud in the Child Care Assistance Program (CCAP).

Swanson's whistleblower account sheds light on an alarming shift in agency support from 2014, when the fraud unit was launched, to its eventual dismantling in 2019.


According to Swanson, the unit began with robust backing and a clear mission to root out corruption. However, by 2017, that support "dropped off a cliff," leading to systematic harassment aimed at dismantling the team from within.

His testimony indicates that rather than focusing resources on fraud prevention, upper management at DHS had “their only goal” set on sabotaging the efforts of dedicated fraud investigators.

“I can’t tell you how shocked we were to come to the Department of Human Services, and learn after a few years that not only was the untold theft of millions of dollars tolerated, but those who tried to stop it would be subjected to the wrath of high-ranking department officials,” Swanson stated.

This shocking admission raises significant questions about oversight within state agencies, as millions of taxpayer dollars in the CCAP remain at risk due to lax controls and the dismantling of fraud monitoring.

Rep. Pam Altendorf, a Republican from Red Wing, expressed concern during the hearing that these fraud issues could have been mitigated had the unit retained proper authority and support throughout its operation.

Despite the blatant need for accountability, the DHS declined an invitation to present at the recent committee hearing, a move that raises even more eyebrows in light of Swanson’s revelations.

The Division of Children, Youth and Families (DCYF), which succeeded the past oversight structure, has reported sending 41 cases to law enforcement since 2019, highlighting a piecemeal response to the rampant fraud concerns previously unaddressed.

Swanson's testimony underscores a growing sentiment that bureaucratic inertia, and possibly corruption, stands in the way of essential reforms needed to protect taxpayer resources.

Minnesota voters and taxpayers deserve a government that prioritizes integrity and transparency. It is time for legislators, especially those with conservative values, to demand accountability from those in power and re-evaluate the practices that have allowed fraud to flourish unabated.
