The absence of federal requirements for reporting these incidents further complicates efforts to obtain a reliable understanding of just how many lives are being affected.

As the Republican leadership prepares for the incoming Trump administration's policies, the call for this legislation could create an opportunity to enact meaningful protections for newborns who survive failed abortions.

Although Democrats have argued that existing laws render infanticide virtually nonexistent, the grim reality suggests otherwise.

Only 18 states currently have laws in place to guarantee medical care for these infants, leaving many without the basic protections they deserve.
