Burns made these remarks during a speech at Georgetown University, where he also highlighted that Xi has been closely observing Russian President Vladimir Putin's prolonged and costly invasion of Ukraine.
Burns added that Xi has not decided to conduct an invasion in 2027 or any other year, but the remark is a reminder of the seriousness of his focus and ambition.
